Ok so what? Doesn't change the fact there's a huge discrepancy between the game's plot and it's setting, the game could have been set in real world Russia and it wouldn't have changed anything about the story
It's like if And Then There Were None was set in middle earth and you had wall of texts on the world's history disseminated through the book
So it's a detective story set in a preexisting universe that serves to further expand on it. Also, doing random meaningless shit is the player's choice.
What does it matter? It doesn't get in the way of anything. If you want to skim it, you can, if you want to read it, you can. The game still plays smooth and the lore is never boring or gets in the way of the plot. It can be a little artifical feeling where it intersects with the copotypes (the "not Karl Marx" Karl Marx guy doesn't feel as real as the goddess lady because he's too contrived), but that's only really visible in retrospect and neat little lore details give you something to look forward to as you go along.

The game is too unfocused, you basically have 2 stories tacked on to each others (the murder mystery and Harry's personal story) in an overwritten setting
Compare it to planescape torment where everything in the game, from the side quests to the setting itself are used in favor of TNO's personal journey

I disagree I think it's at least B-tier socialist propaganda, because it's subtle enough to fool quite a few midwits into believing it isn't despite the creators outright praising Marx. The game's defenders aren't lying either, they believe it.
Marx is pretty based, I think more devs should take inspiration from his works.

I think he's based too but for the completely wrong reasons. I'm going to be so disappointed though if it turns out his quote about Ferdinand Lassalle being a "israeli Black person" is fake.
To consider the game to be just propaganda is to be blind. I don't expect people outside of Eastern Europe to fully appreciate the writing though.
