There are plenty of explanations as to how Walking Wake/Raging Bolt can exist with the Beast trio. It really isn’t that hard seeing that the beast trio was revived with pheonix magic
The one I like the most is that Ho-oh based the beast trio on dinosaurs and made them hybrids of dinosaurs and their original forms. Ho-oh is at least 300,000,000 years old based on ruins of alph.
