It would have also probably been a lot lot worse than it is now as a game. They already couldn't fix the inherent input delays present in a console game, now imagine them making a multiplat game, especially for pc where everyone runs 1060s to this day.

Honestly, I barely play my PS5 and 99% of what I play is on PC. I played the Judgement games on PS5 because I heard about the issues with the main character's talent agency and I played Soul Hackers 2 because the physical version came with cute merch. Besides that it's just a Blu-Ray player to me so I honestly know very little about the PS5 and this was the first exclusive I liked enough to not wait for a PC release.
