Just look at 4; despite being on the 3DS it contains tons of cutscenes in the limited capacity it can handle it, such as the monster intro cutscenes that directly involve your hunter before dynamically panning out into the fight itself just like how it happened in World.

Rise is the 5th Portable game so the Switch as a lead platform makes perfect sense. But rather than also release it on PC (like they did with Stories 2) Nintendo wanted the Switch to be the focus for a while so they paid for timed exclusivity. Also a reminder that these two Monster Hunter games are literally the only games Capcom has made for the Switch (besides Mega Man 11) that isn't a port of an older game. When the 6th mainline game comes out you'll see it come back to PS5, XSX, and PC.
