Alien isolation mogs starfields UI in every way though. Bethesda explicitly stated they're going for a NASApunk retro futuristic aesthetic which is reflected in the design of the ships but the UI is the same soulless Apple tier Destiny minimalist look as all other modern games. The isolation planet silhouette with the tiny space station reinforces the games theme of - wait for it - isolation. What does the starfield one speak to? The horizon you'll see that's the closest you'll get to a planet before the prerendered landing cutscene starts?
Actually the Starfield UI is perfectly clean. It has a very nice feel to it. A sort of spaceship touchscreen feel to it. Reminds me of well designed HMI panels. AI's main screen is way worse. I have played AI for approx 8-9 times on the hardest difficulty. The main menu sucks.
Your pic related is actually very nice and much more artistic than Starfield's menu. There's proper composition, a sense of scale, and all the relevant info is grouped together in a clear and readable way that doesn't clash with the rest of the screen.

This is way better. The box around the text on the left makes it feel like a Unity title. I have also seen the text you have centered be right above the Bethesda icon and that looks great too.
There was mods to remove that box from 3 other Bethesda games, so expect the same here.

1. The Y position of menu on the left isn't aligned with the central logo. Laziness.
2. The path the eye takes is not smooth, we first see the logo and then the eye moves diagonally top-right or horizontal-left. In a well composed menu the text is below the logo, and the eye smoothly descends with minimal effort
3. There are at least 3 different fonts on this screen
4. The curvature of the planet is obliterated by the huge ass banner. If it has to be there for advertising horse DLC in the future it needs to be on the left.
5. The boxes around the text are gross, there's nothing objectively wrong about them but they look ugly and very default UI

Individually yes, they don't "matter", but it adds up to making so many games now feel so samey and soulless. I'm beyond tired of the minimalist and functional approach most games use now. Even the most recent Mario and Zelda games are doing this shit. Not really aiming this at Starfield in particular, as a minimalist design genuinely does fit here, but games could be doing a lot more to making unique UI designs that match the game's theme and tone.

Does it show the overall quality of the game? No.
Does it show how much the director cares about detail and their understanding of what the user experience is actually like? Yes.
In gaming we sometimes refer to the "critical path" which is content that every user will probably experience from start to finish. The critical path has to be perfect in terms of function and bugs. The start menu is part of the critical path. Does it have to be amazing? No. Should we spend resources to make it better? Maybe. Will every single user see it more than once? Yes. Will every user see it every time they boot up the game? Yes. Is this important to the director? What the start screen looks like is a representations of the overall "experience" the director has envisioned. If the director doesn't appreciate a good start screen, they probably don't appreciate a good menu either, so we can objectively say Starfield will have SHIT menus just like Skyrim.

There is no controversy. It looks good. Minimalist covers and menus have always been great. Ultima 7 comes to mind. But unfortunately that's probably the only good thing about Starfield. Bethesda's games are very mediocre on their own. You can polish the turd later with tons of mods.

I think it's literally just the welcome box in the top right. Without it it would be a balanced composition.
The box was probably slapped there by someone else than who designed the screen.
I assume the welcome message is only there when you first boot the game and disappears after few seconds.
