How about something like Football Manager where you controll a guy, but as that guy you run a political organ for a party.
>can make your own party
>can advance upwards (say starting as a mayor and winning a senate race, then president etc.)
>can choose a background, influencing starting resources/ties to lobbyists (buisnessman, journalist, author, film star etc.)
>have to administrate and fulfill your role while also scheming to rise up in the world

The guild 2 is the closest I can think about, sounds to scratch that itch. It gets a lot of bad press for being 'buggy', but with the latest modpacks I can play quite fluidly

I dont know what the gameplay is like, and it looks to be more of a social party game, but there is King of the Castle.
One player is King, everyone else is a noble (they join from an internet browser or some other shit) and they have their own goals, appearance, traits, etc.
It seems really pozzled.
It's ridiculous how the trailer lists "choose your pronoun" as a feature instead of telling about mechanics.
What the frick. Forget I even mentioned it then. All I knew was the concept, didnt bother with a trailer. Looks extremely pozzed
besides being absurdly gigapozzed the actual gameplay is alright, except it's basically a worse version of the king's dilemma board game, which is actually good.
A coop-4x game could be great. One plays the military man, one manages the production and infrastructure, another the science and exploration, a 4th the politics, espionage and culture.
Of course you'd basically have to have each aspect be able to stand on it's own as a game but it could be great fun if done well.
The Political Process is exactly this, but only for US politics.
