The original Men of War or the Men of War Origins DLC for Men of War: Assault Squad 2 if you want prettier graphics. The Allied and Soviet campaign had a lot of stealth/high micro management missions where you have to be sneaky and maneuver a small group of 4-7 soldiers against a massive amount of enemies.
The Men of War prequels (Soldiers Heroes of WW2, Faces of War) also had missions where you need to methodically clear the map while avoiding mass alarms.
Myth and Myth 2 sort of, many missions are about manouvering around a larger force, setting up ambushes or outright avoiding patrols.
I say sort of because in most missions you do end up killing most of the enemies anyway and many other missions are just mini-battle after mini-battle where you can't really avoid certain groups or enemies or you have to defend against an attack.
Before you go looking into it, I have to mention it's medieval low fantasy with a dark atmosphere. Some people love this type of setting but it might not be what you're looking for.
Otherwise these two anons are correct.
There's also some squad based FPS games that have some strategic elements to them and are all about stealth, like Hidden & Dangerous 1 and 2.
the myth 2 mission that introduces the myrkridia and you have to make it from one end of the map to the other with bands of myrkridia roaming around is absolute kino. probably my favorite mission of both games, except maybe the last myth 2 mission
For me it's the defensive missions, like Across the Gjol from the first game, or the ones where you have to defend the walls of Muirthemne or the dam from Myth 2.
I also really, really like the first act of Myth 2, very unique feel that sort of dissappears after Soulblighter's reveal.
Play Desperados 3 right now, it's Shadow Tactics but cowboys.
Desperados 3 is very good. Feels like Shadow Tactics but designed by someone who realized that losing your dedicated Samurai killer is bullshit.

D1 feels more organic and has better AI. D3 feels too "gamey".
Enemy behavior was definitely more complex (and enemies were more varied to being with). My favorite example is the tequila which takes forever to put a single enemy to sleep but before that happens the enemy acts strange for a longer while. Imagine programming all that for such a useless item.
Yeah, that's the fun of this game. You can never predict the enemy behaviour completely, unlike in D3. It makes the game more challenging, but so much more memorable. Kate's seduction is another good example. Some enemies will fall for it allowing for an easy takedown, some will run away screaming, alerting the guards, some will immediately notify their superior, some will *pretend* they are falling for it and then shoot Kate in the face. So the way you use this ability changes accordingly, sometimes it's a bait, sometimes it's a distraction.
Also, the way the enemies search for their "lost" companions is more complex. In D3, they will just run around a bit and then go back to patrolling. In D1, they will keep searching, notify their superior, alert everybody around them and call a full sweep, so you can't just wait them out. And there are no convenient bushes to hide in.

I liked Invisible Inc. It's turnbased and arguably more of a puzzle game than anything, but it's stealth themed and a good game.
It can, it encourages planning for the unexpected.
The infowar part of SupCom can give you an edge or be a cheesy strat, but I wouldn't call it a stealth game.
May as well call Starcraft a stealth game because of Dark Templar.
It teaches you how to improvise. Desperados is at its best when your strategy gets derailed, because some guard is too smart to fall for your obvious bullshit. In the final levels, you expect EVERY guard to be too smart to fall for your bullshit and you prep accordingly.
Which has a sideeffect of kinda rendering late game characters like Mina kinda useless. She has a pretty good skillset, but by the time you get your hands on her, the guards are too clever to use her reliably.
Why is Girls Frontline the only anime/game with tacticool waifus? Such a criminally underrated aesthetic imo.
You mean strategy games (otherwise it's not that rare)? I have a few guesses. One, Japanese don't play strategy games that much and tend to favor medieval/mecha fantasy. Two, strategy gamers tend to treat the genre as a 'girls not allowed zone'. Three, other genres (ones where the camera isn't high above the battlefield) are better suited for showing off busty girls become embarrassed as their already skimpy uniforms get torn to shreds by gunfire.

It's as streamlined and action-packed as it gets (the game was also so pretty). Gonna be hard to go back to Desperados 1 and, especially Commandos 1 with their low QoL and high difficulty (unless cheesed). Commandos 2 should be fine for you, I remember it being both comfy and tedious. D3 was fun, though somehow I liked ST more. Robin Hood: The Legend of Sherwood filters me whenever I try to beat it. Soldiers: Heroes of World War II makes it fun to blow stuff up. I mean to try Invisible Inc. sometime in the future but I keep putting it off.
I've started playing shadow tactics again. My goal now is to get all the badges. I'm really ashamed of myself. I've spent like $160 on video games in the last month when I could have just been playing stuff already in my library. I don't know why I'm like this.

turn based stealth strategy game, you control individual PMC mercs sent into a collapsing oil state to combat an Islamic insurgency, operations are always during night time, you gotta navigate from stealthily killing islamists to avoiding, distracting or even sometimes stealthily killing natives, there is a chance those natives might be or not be connected to the islamists, which is purely random so most times why take a chance. Anyways, there is stealth and obviously combat mode, which can be initiated if you are noticed, or by using a drone strike on the prime target building. Obviously on stealth mode your movement is limited, while in combat mode you will be quickly surrounded by dozens of insurgents so best is to quickly finish the mission and extract. The style is unique, and the atmosphere is actually great and no other game lets you do this.
Sell me on Black Earth, Red Powder.

Combat Mission Shock Force 2 lets you play as Middle Easterners (both legitimate forces and Jihadis; there's mechanics for booby traps/bombs that relate to distance operator needs to be from the site and detonation method).
But Combat Mission isn't exactly the best game in the world.

I would argue Doorkickers 2 falls under the stealth strategy genre. Technically it's a top-down Rainbow Six room-clearing game, but you can absolutely play it stealthy with the CIA faction.
