The EULA you agree to allows them to patch it with whatever they want, though. In vanilla 2 you get to fight more than 4 enemies at a time, while the PS3 version (Sigma 2) couldn't handle that and has you fighting less enemies making the game easier and more boring. Kasumi is the only playable character that unfortunately is not involved in the story (minus the short cameo). Kasumi, Ayane, Momiji and Rachel are all playable characters in the series, the last two being original NG characters.
In case you don't know DOA and NG share the same canon (S2 for example leads into DOA1).

Sigma 2 changed that and made it more in line with how the first game works, though it did it in a way that caused issues of it's own (mainly on the highest difficulty). It's a very long story. Borderline is neither version is perfect but S2 is closest to what NG is supposed to be and the better game by virtue of having more content. It's big negative is that the gore was censored. Pic elated is how it looks in S2.
Also, unbeknownst to the Rebbit paroting homosexual that replied, on 3 enemies can be active at any time in both S2 and Vanilla 2, no matter how many of them are around you. Disagree. The expanded movement set in 2 with the low amount of enemies in S2 with them all being damage sponges make it way more boring than Vanilla 2, 1/S1, and RE. Also that extra content comes in the form of changing mission mode to be coop, which isn't inherintly bad, but the online coop is laggy as frick, and the forced AI you play with if you play offline is braindead and makes the harder missions impossible, unless you use glitches. The girls are a nice feature in S2 but they ruin the pacing and the are regulated to their own chapters. The made the better choice in RE to only give 2 Ayane chapters, and having the other 2 unlockable so you can play the entire game as them.

It released as stated as shown. You think the studio even had a choice about the patch? People were saying Sony would censor this from it's announcement teaser. Somehow the game released uncensored but was patched with a very minor censor. Buy it physical and don't update it. The studio unironically did not lie about the game just because Sony mandates censorship which they were able to delay post release. That's as good as it gets
