A good LOTR game is hard to make. Jackson's iteration's were pretty much a template for a majority of it's vidya related content either by movie tie-ins or by stuff like Battle for Middle Earth. Since you can't really milk that forever you also get stuff thats borderline, tech demo fanfiction such as Shadow of War/Mordor. The only one to truly deviate from this is The Hobbit game. If someone made one now it would likely be even worse because every attempt to build off Tolkien's lore and style of writing falls short. You'd have to find developers who are willing to not imitate the Jackson world, not make their own depraved, fanfiction nonsense that fricks up the lore and characters while also being unique enough as a source of companion related media for the IP.
We need a solid market crash to filter out the woke zombie game corporations in order to get any sort of good licensed vidya again.
