About a year ago I sat on a roof in the Fishing Hamlet and rang my bell. I waited three hours and did not get summoned a single time. I wish people still played. Bloodborne is one of my favorite games of all time.
You ring your bell in an area you want to summon someone into. The game checks to see if anyone else is ringing their bell to be summoned in that area. If yes, you will summon someone into your world. It's similar to Elden Ring summoning, though Bloodborne's operates over a much shorter area.
Try fully turning off your system (not restart, but actually turning it off and on) if you feel like it's bugging out and is unable to find players.
I don't think it was a bug, just a lack of players.

I don't know and I'm not sure anyone does. Generally, it seems to me, the closer the better. I do know that you can summon and be summoned while moving around the level. When I was playing daily (back before /bbg/ went breasts up) we'd get much better results by setting a password for summons.

The Bloodborne general lasted a commendably long time, but had some of the absolute worst schizos imaginable inhabiting its swampy depths.
It was a necessary echo-chamber though, because there was always a ton of infighting between the souls regulars and bloodborne's ardent fanboys. While still present in the split generals, it wasn't nearly as insufferable.
I haven't frequented /vg/ in numerous years, so I have no idea if it's still a wretched pit of troonery over there.
