Yes his crimes were that great, he threw away the multiple chances for redemption he was given, and he would happily consign innocent people to the same fate.
Based on where he ends up he'll be doing evil to others and have it done to him as well. He and others like him are the problem, their own evil is what keeps each other down. He's getting to experience living among others like himself.
