Simply put, it has the most content out of any GTA and it is quality content so there's no concern about quality over quantity here. There will never be another GTA with this much ambition ever again.
I grew up with the PS2 trilogy and I'd say SA was the peak for GTA. It had everything that made the game fun and something to talk about with your mates at school. Plus the replayability was huge in comparison to IV and V.
All the weird little RPG and customization elements make it a lot more replayable. There's never going to be another GTA that can let you say "I'm gonna do a fat playthrough this time"
im playing this for the first time OP and it's really good. I only played GTA 5 before this and it's crazy how much worse it is. Rockstar is a bunch of lying Black folk trying to say GTA 5 has a bigger map.

SA 100% is tedious because so much of it is just busywork for the sake of it rather than being engaging (enough) AND giving a suitable reward. To wit by the time you've got all the tags in los santos you don't need the reward it gives making it a grind for the same of it. While that somewhat remains true for hidden packages in 3 and VC the lower number of them (vs tags, oysters and horseshoes) and the progressive rewards they give make them far more useful to the player.
gta san andreas is a from the heart project from rockstar like rdr2 was only about two decades ago. vice city will always be a glorified expansion pack with great music. but you don't get points for having a great 80s soundtrack. i mean how could you frick that up? it's the 80s
