Combine these two. You knock out someone with the gloves, and if they can't answer the 3 count you take one shot with the Survivalist's Rifle. If they live, you continue to box. If they die, they die.

Yes, but every other energy weapon in the game does as well.

Only on a crit energy weapons build. If you're not stacking crit chance Holorifle is better.

Yeah the Holorifle's niche is that you don't need to take any Energy Weapon perks for it to be reliably strong.

Charisma is practically useless in New Vegas. All it does is give you companion buff and started speech boost. You can raise speech to 100 completely independent of Charisma and succeed at every check.

Most of the weapons not in this pack are just real life guns that have had variants already existing for years.
A few of Millenia's weapon mods have been getting re-packs lately to cut down a lot of the fat and Hitman, the guy that made the mod in the second link has been doing a bunch of animations for those Millenia weapons.
Tactics had stuff like the Sten, Uzi, Pancor, AK and M16 and I know those mods already include those.

And there's a nice MP5 in this pack that Hitman made an animation set for too. https://www.nexusmods.com/newvegas/mods/75890

I don't really know what it is exactly that you're talking about since the only elder scrolls games I've played are a decent amount of casual ESO and like 10 hours of Skyrim but I'm gonna go out and hazard a guess it's just because Fallout has a more grounded setting where it's easy to already get context for things existence by comparing it to our world alone letting the emails and journal entries we find be less exposition dumps and just short stories instead told in a format that doesn't take the player out of the experience.
Because the Elder Scrolls games are a purely fictional world I can imagine they don't have many outlets other than journal entries to use as potentially necessary exposition dumps instead of just being short stories and read like wiki excerpts.
If you walk into a collapsed building's basement in Fallout and encounter a ghoul, so long as you know what a ghoul is by talking to them you have all the context necessary to understand it.
On the flipside if you walk into a crypt in Elder Scrolls and see a skeleton you're gonna have to explain to the player what the hell is going on. Especially with the fact the series also has traditional zombies and whatever those Draugr things were.

At some point during ESO I just sort of switched my brain off whenever they introduced new things. I stopped trying to understand them and instantly clicked out of any books that came up after a while.

Oh yeah and the note and audiolog stuff in Fallout 76 is pretty much on par with how it was in Fallout 3 and NV. Mostly short story stuff, not all that bad. Most of them pointed you to small secrets plotted around if you payed attention to them. Most of the notes got turned into audiologs so you could move around while listening to them instead of having 1 person in your group of friends stay still while reading a note to everyone.
There's an easter egg hunt style cross country thing to get the Alien Blaster and ammo for it if you follow the notes.
Some just served as extra background details to some locations you'd go to. There's a particularly really good one in a mine that has a secret cavern with an eldritch monster in it to continue that thread they had going in Fallout 3 and 4.
