I think it's one of those statements that are technically correct. The uncensored version is the 1.02 "release version" and that's consistent throughout all the regions. If the gore was censored, which is typically done for Japanese games, then that makes sense. There's no one specific version with regional censorship, but instead every version is censored during production to be acceptable in every country.
