New Vegas was considered worse than Fallout 3 until suddenly at some point years after New Vegas was out moronic people online started trying to push this idea that New Vegas was a masterpiece and Fallout 3 was awful. Fallout 3 had 2 dlcs in Point Lookout and The Pitt with more personality than New Vegas mustered across a main game and 4 dlcs. You want to know how moronic New Vegas shills are? Fallout 3's writing is SO. FRICKING. BAD. if you play it back to back with New Vegas. (I shouldn't have to mention TTW but that's the obvious "best" way to experience them both concurrently.) Each settlement in 3 only has one major quest associated with it and is not connected to the rest of the world in any meaningful way. This means that there's virtually no worldbuilding whatsoever; every group of npcs is in their own box and they hardly ever mention anything else going on. Whereas immediately in New Vegas, you can talk to the NPCs in Goodsprings who will inform you about everything that is currently going on in the Mojave. Fallout 3 NPCs don't ever talk about anything besides the one side quest related to them. So Fallout 3 writing pretty much just sucks in every way from the dialogue to the overall narrative. Not the same with New Vegas, an actual good game.

All their dialogue is either "lol we are so strong our enemies have no chance" or "you disgust me". We are not able to have any experience of what a legion controlled world would be like because there are no legion towns, only military camps in the game. We are given no insight into the positives or negatives of being an average person in a legion controlled country, we just see get them presented as aggressors to the whole game world we are given
So our major faction opposing NCR are shallowly written le bad guys. Game dropped, Ganker fricks it again on their ideas of good writing and world building
Given how the map is layed out, time or not, you weren't getting a legion controlled region in the game anyway. Time constraints aren't an excuse. The legion should be a huge priority for the Devs. They were lazy with the legion and planned poorly. Time constraints affect polish and bonus detail, if your core game is poor, time is not an excuse
I tried to play NV when it was new but never got more than a few hours in because I just felt bored and like I'd already had my fill of fallout after playing a ton of 3.
I've also tried to give NV another chance recently but Bethesda games have aged terribly and the janky ass gameplay makes me want to quit immediately
new vegas works better for the americana tone in an action context that both series are striving for in an action game. that's built in before either game starts. you have the western elements of the desert and the high life of mad men esque 50s with Vegas. those are two really salient elements of American culture. DC can't really pull it off without all the patriotic anti-communism of that era because the government is gone.
