There was Desert Strom 2 mod and Iraq War mod, but both of these mods are just the same mod under two different names because Russian sweatshop that made it was selling it on semi-official level. It has Russia instead of China and Iraq instead of GLA, some cut off units and game mechanics were restored but overall the mod is broken mess with a half-assed attempts at campaigns.

Not to my knowledge no. Closest thing I believe is Taliban trying to learn to fly a blackhawk or two left behind in Afghanistan.
A conventional middle eastern military like the SAA would be a fun faction addition though. Play like a mix of China and GLA. More conventional tanks and armoured transports, with barrel bombing helicopters and GLAish infantry.

To be fair, the tech in Generals isn't 'high' tech by today's standards. I bought a 'drone' for $40 a few years ago. Plus, the US left the Taliban half their equipment so who's to say there wasn't a couple of little drones there?

USA and China both got "commander in chief" generals who were sort of generalists, like the basic faction +1. The US had Bush whose ability was "best of the best" so he just got the best unit available in every slot, while his infantry recieved veterancy from the start, unless he researched a draft tech that removed veterancy but made the units cheaper. Osama Bin Laden called in hijacked 747s to fly into bases.

it annoys me how america is the only faction that doesn't use any nukes. the lore says they have icbm's called sentinels, but don't use them because things like that go against the precision theme rotr has for them. GLA can steal nukes for bomb trucks from topols or chinese reactors, china uses nuke cannons, nuke silos and nuke mortars, Europe uses pandora which is a neutron warhead, and Russia uses icbm silos and topols under certain conditions

That didn’t age so well.
In retrospect, it seems pretty clear that the Russian forces did not plan an air campaign, instead falling into the same “short war” mentality that bedeviled the German military leaders in 1941 and NATO force planners in 1999 prior to Operation Allied Force during the Kosovo War. If a major power with an airpower tradition like the United States can fall prey to “short war syndrome,” then it should come as no surprise if the Russian military felt that an air campaign was unnecessary.
Wish they let the GLA use more than two airfields, guess it would be a stretch to suggest the GLA could maintain a fully dedicated air force.

They can already maintain a fully armored army with tanks and artillery that they build themselves, they also can build ballistic missiles with the scud storm and can have a fleet of Hook helicopters, I think building and maintaning mig-18 are completely possible in their ballpark
