Monster Hunter Rise is a portable title no matter how much the developers label it as a "main entry". The only people still peddling this are those who never played older mainline and portable entries to be able to tell the difference.

World had the same changes too compared to previous games, it's more tied the major changes brought in the 5th gen than anything else.
I mean World literally removed most of the required part break to obtain some material, like tail and horns.

Dragon's Dogma is occupying their marketing and release schedule right now. Monster Hunter 6 will be announced and released next year, but only after Dragon's Dogma is well out of the way. OR the MH team has actually been helping make DD2 and it's not done yet
