According to the person speaking, this was developed by Red Lemon Studios as a technical demonstration to showcase what a Simpsons game could look like on the Dreamcast. It does look nice, aside from the framerate. Maybe it could have been optimised? But the Simpson's kitchen and living room look great. So does that Homer model.

People in the reddit thread complained that it's 2 minutes of content stretched to 10 (for the ad revenue) and the guy is just repeating the same things over and over.

It looks like the game was a random game that was repurposed into a Simpsons game, and that's why the main character look nothing like a Simpson character.
