      None of the factions in New Vegas are in a fit enough state to take the Dam or hold the Mojave without the aid of the Courier. Helping the Legion will lead to them growing strong and their occupation policies will hold the Mojave better than anyone else (by enslaving or killing everyone in that fricking desert hellhole).
      Despite all their struggles, the Legion's homelands are peaceful and free of war/banditry. They are the stable society, not NCR or House.

      Dale Barton says that he doesn't need guards when travelling in Legion lands and that they are his best customers as long as you don't try to sell them chems. Several NPCs also make comments about Legion lands being safe to travel in which obviously means things are peaceful.

            The capital of the legion is flagstaff, but i have no doubt it's just a derelict favela at best. The ncr is said to have practically rebuilt los angeles and life in california resembles normalcy, the fact that new vegas still looks like a wasteland is because it sits on the frontier.

    Caesar is right, nothing stable can be built without a common unified culture and identity that can later constitute a nation.
    The history of his Legion proves that, as he defeated hundreds of smaller tribes with unity and coordination, as well as the history of the NCR, divided and spread across multiple communities apathetic to the actual stability of the collective. It is the perfect antithesis of the old, ultra-individualistic capitalist old world and the NCR, so his authoritarian rule feels fitting thematically, a band of raiders shaped by the brutal reality of the post apocalypse.

      Why did he have to include sex slavery and hatred of women to realize his vision? Spain faced a similar predicament during the Reconquista and upheld a strong warrior culture to survive and fight back the Arabs, but its women enjoyed the greatest rights in Europe (in Navarra firstborn daughters inherited over their brothers, in all of Christian Spain men paid dowry to women and women inherited with near-equal rights, Spanish last names were both matrilineal and patrilineal simultaneously). Reconquista Spaniards acted exactly like raiders, such that after the finalization of the reconquista most of Andalus reverted into barren pastures and deagriculturalized (still very much justified but it is telling).

        In order to repopulate his lands and his legions, he needs women to be having lots of babies. In the Roman world, women had no political rights, couldn't work most jobs, and who they married was controlled by their father; this is ultimately what his "synthesis" is hoping for.

          Again with the Spain example. To repopulate reconquered Arab lands Spain invited Christian settlers from France and Italy and created fortified colonies. The Legion does not have that privilege as there are no lands it can draw migrant settlers who share its worldview from, but monogamy doesn't inherently limit natal efficiency. Sex slavery makes them comically evil with no cause, they're like Islamic savages.
