The OS is part of the purchase imo but yes. The OS "license" is what they use to justify the sideload lockout and that goes back to the whole "you don't really own anything digital" bullshit.
What Timmy actually wants is the ability to have his store sideloaded to avoid Apple's platform tax. He doesn't need to own anything for that, all he needs is for users at each of the "buildings" they bought to let him in so they can buy stuff from him directly.
