The timer is super generous and it goes away after you finish 1/3rd of the main quest. And you're probably misremembering because FO2 has a notoriously tediously hard start.
All in all, FO1 is 'tighter' It's a better introduction to the world because that's what it is. It's smaller, it's concise, and everything in it is significant. In comparison, FO2 is bigger, better, but that could be daunting for someone who just wants to learn what classic fallout is all about.

Fallout 1 is short enough that it can act as a great test run or warm up as you get used to the mechanics for Fallout 2.
Takes like 5, maybe 10 minutes to get geared up in the first game, second gmae doesn't get the ball rolling until a good hour or two into the game, longer if you're not used to the controls.
The timer means dick all, it only ticks down while you're moving on the world map, in actual locations it doesn't tick down. The game is so small that you're gaurenteed to stumble across the solution out of sheer process of elimination, there's only like 6 explorable zones in the game before you get the water chip.
Just read the manual for the game at least. just so you get a hang for the controls.
If you want a cheat sheet for the first game so you get a feel for it, go with

>Tag Small Guns and juice it with any stats you get on level up
