How people miss the main theme of a Persona game is baffling. This series literally beats you over the head with it at every turn in every game.
Dumbases, the villains are not and have never been the problem. The problem of the game is everyone else knows what these guys are doing is wrong but nobody lifts a finger to do anything to stop them. None of these people is hidden in the shadows, they all brazenly commit crimes out in the open but the sloth of society just rolls with it.

-the writers fricking forgot that the police in general have never treated the PT unfairly
-those were working for Shido, who we know still has lackies that want to go through with his original plan in some way of demonizing the PT
Haru definitely doesn't speak for them all because again, Makoto dreams of working in the field, and never once does she bring up the idea that she wants to address corruption or anything like that. She's proud of her career choice and has no reservations, which would be at complete odds with what Haru's saying.

How. Of all the issues it has lack of soul is definitely not it.
What you call soul is mostly style over substance, the dialogues themselves have no personality whatsoever. They are either padding, mindless replication of anime tropes or what works to get the plot from point A to B, with nothing ever feeling surprising, genuine or even charming.
It's a game that commits to being pure style and runs the whole 9 yards with it. The color scheme, the art style, the flow of combat, the music, it's all (mostly) perfect even if the gameplay or the script aren't deep by any stretch. I consider that soul.

I have a weird relationship with this game.
I've already beaten the original back in 2019 with almost a platinum save, but I still hesitate to open threads and act like basic information about the story is spoilery, as if I haven't played it.
Maybe it's because I don't have Royal, still weird.
It's not a bad idea if you actually plan on playing Royal. The third semester is awesome.
