Make and paint what you like, rules-wise your models can be anything you like. Just do what seems cool to you.
Chaos marines get exploding 6s for free no matter what legion they are, its not that special.
Decide if you want a shooting or melee, then elite or horde army then work from there, most factions want to do one specific thing even if they can participate in other aspects of the game. If you just want to collect models who cares, but if you want to do a specific thing and have it work you need to do research.

Necron Warrior spam is actually really strong and is less elite than SM.
Vanilla SM participates the most in the shooting phase but has strong melee options. Templars, blood angels, and Space yiffs lean on melee over shooting.
Crons is similar but goes wider and has better board control
Orks is a melee army, don't let subfactions like freebooters fool you, Ork shooting is joke.
your options for ranged horde armies are

(lots of gaunts, hive guard with big guns, Hive tyrant with venom cannon, and warriors). Nids still participate in melee. Rumored to be getting a gaunt sculpt refresh in a couple months.

Can spam infantry backed by tanks, or go all tanks. Very expensive to reach 2k points. has some teeth in melee but never wants to be in it unless it's doing it to waste the enemies time

Almost no melee whatsoever but gets movement shenanigans and insane shooting. Wants to run lots of battlesuits and stealthsuits, but infantry are alright.

I got interested in Warhammer when the Total War game got announced. Now I play a bunch of WHFB/40K games on Steam and Gog. I'm very late to the franchise and I'll never play the tabletop game, just whichever computer games are good. I love the world, I don't want it to change by one inch, ever.
