I grabbed that straight from a Digital Foundry video, which means not promotional material. I could take my own in game screenshots if requested, since i am able to run it. But i don't know how to compare that to the original version since i don't have TLOU Remastered on PC to do that. I do have a copy on PS4, but i can't be bothered putting in the effort tbh

Generally games are easier and better to optimize for APIs that have low-level calls like DX12 or Vulkan.
Not to the point of "it just works", but still having clear advantages.

If you make a refund request when you're over 2h and explain the situation to Steam support, I doubt they would actually deny your request, especially for such a high-profile disaster like this one, where both the game's performance and behavior to in regards to shader compilation are well known.
Yeah, the 2h limit is to prevent abuse. If there's a genuine reason to justify a refund after 2 hours of runtime (maybe you spent 3 hours trying to fix a game-breaking bug or get it to even run to begin with) and you don't make a habit of asking, they'll generally refund you anyway.
I've made a refund on borderlands after 3 hours of trying to tinker with it (literally wouldn't run) and just told them to refund it because it just doesn't work

Why not compile the damned things during installation? Steam provides a shader cache. Also, why in god's name are there so many shaders to compile that it takes more than a few second to do so? Do they build these things one at a time (instead of in parallel)?

iron galaxy makes most of their money in a support role to other studios working on other games. this is harder to frick up, since they're accepting direction, scheduling, and quality control from another, more competent studio. this is also a very reliable revenue stream. they can have a large number of projects in flight at any given time, and one or two being a disaster isn't that big a deal - they got paid for the work and they still have plenty of other clients. even if they end up acquiring a reputation for shoddy ports, and stop getting those kinds of contracts, that's only a small part of what they do.

A lot of the cyberpunk circlerjerk on here was people exaggerating problems half of the time or specifically doing things to intentionally break the game outside what was possible in it. My GPU isn't even the problem, it's my CPU that it rapes and that's after I let the shaders compile fully. I don't know how the frick it's hitting 100% usage when there's nothing computationally intensive at all happening on screen, it's almost like they're offloading graphics rendering that should be done by the GPU onto the CPU or something.
I wonder how many of these reviews are just people hating TLOU on principle rather than noting how bad the port itself is. Probably not many, but I'd still agree with them.

Forget GoW or Spiderman. TLOU was just coming out of a popular as frick HBO show. And they completely fricking botched the port.
They didn't even have to do it for time reasons. The port already missed the HBO show window, and they already had the Playstation 5 release to compliment that. So it made no sense why they rushed it out other than shareholders wanting to see it and them not being able to keep it back from releasing. Anyways, I fully expect heads to roll inside the company somewhere with numbers like this. To put this in perspective, Dead Space Remake did better than this.

You can correct me if I'm wrong over time. But calling it a botched port is something i don't think is completely accurate or a little premature at best. They fricked up the launch and while that's absolutely disastrous for them. I don't think this is one of those of cases of where no effort was put into the port or it's unsalvageable. If you've actually looked at what they've put into it, it's not half arsed in any area. It's a launch disaster but that didn't stop Horizon Zero Dawn from running good on most PCs later on didn't it? I'm not excusing the incompetence over how this has played out but i don't think it's botched port level. People have every right to complain and get a refund though.
