Yes, difference being Lance and Agatha had all of one line each, Dragonite and Gengar, for their respective typings when gen 1 came out. There were about 5 lines with Dark type during Gen 2, they gave a couple to Karen and saved the last couple to be found, fair enough.
Flint in comparison has a dozen Fire-types to choose from, and they coded all of two lines in Diamond and Pearl. One of which was the fire starter Chimchar.
Now to be fair they fix this mistake in Platinum, but it didn't make it any less stupid to begin with.
It's really interesting because it's clear that Gen 3 had a shift to making E4 strictly type-based, and that's followed here, and despite this they both chose a Fire-type for E4 AND neglected to include any Fire-types.
Platinum fixing it proves that it wasn't them trying to deviate from that norm either, it was just plain incompetence.
Pretty much, I want to say I was surprised by this but... well it's Game Freak we're talking about.
Really the only thing that genuinely annoys me is when people unironically insist it was intentional and try to defend what was clearly a mistake.
