Well as long as no one visits the cell, the food respawns every seven days or whatever, so it's a viable plan as long a the settlement doesn't grow too big.
It's scrap they looted from an airbase several miles away.... scrap they then hauled all the way over to build around the undetonated nuclear bomb instead of just making it by the place where they found it.

It’s literally stated that farming is impossible in the DC wasteland due to radiation. The only place crops can be grown is in Rivet City.
So they thought enough about the world building to explain why there are no farms, but not enough to explain where people get their food from?

It's full of raiders when the player gets there. But they're just there to guard the food which is why it isn't picked completely clean yet.
