I can only assume that Pallet Town is a small rural area that gets its stock from Viridian City. Since there's no farming towns in Kanto, they must import it in from Vermilion City which then spreads it throughout the country. I guess it's a good thing Vermilion City is post just south of Saffron City aka the business district and centerpiece of Kanto. You'd think Team Rocket taking it over would cause some sort of response instead of relying on a single 10 year old and another 10 year old butthole who fought his way through to Giovanni but stopped just short for no other reason than to spite the first 10 year old.

The western part of Kanto is completely blocked off with the only ways out being Mt.Moon and Diglett's Cave.
The only way to travel between Cerulean and Vermillion city is through a random person's house or past the cut tree.
There are also no car roads in Kanto.
Cycling Road is a suspension bridge in basically all media except g1 games and the remakes

No one really cares about the graphics of a pokemon game. Graphicsgayging didn't become a thing in the community until LGPE, but that was really just people b***hing about Double Kick. It then went into overdrive with the dexcut because the dexcut was supposed to improve other aspects of the game. Your picture was actually a defense of SwSh believe it or not. The original version only compared the Switch games, this version was made to basically say Pokemon has never particularly looked good, so it makes no sense to expect something different from SwSh.
It's not about graphics, the content is uninspired, the worlds are empty and lifeless and square with nothing interesting or quirky going on, they have no personality or anything memorable or unique about them. It's like every single thing is the minimum viable product with not a second of effort more put into it.
The houses are "square with a roof", the buildings are just "rectangle with lots of windows", the towns just have houses plopped down with no regard for anything, everything is sterile, even the treehouse city which is a neat concept has basically nothing going for it except for the houses being on trees.
