I watched some interview where a Valve employee said they tried to have Gabe not intercede with game production too much because he sort of "ruined" their artistic vision. As bad as this sounds, the example given was Gabe wanted Glados to have a face while the designers didn't so maybe they are right. That was years ago. At some point he just accepted he was the "boss" figure and couldn't also be a "game maker" figure at the same time and relegated himself to managerial tasks.
Basically he made a very profitable game company filled with really good talent, so much that he doesn't have a place in it anymore.
Kinda sucks but also he's filthy rich.
Mike and Gabe were heavily involved in the design of Half-Life (supposedly they were the ones who pushed through all the jumping puzzles because they were obsessed with Mario 64). Mike left shortly after Half-Life shipped. While Gabe was involved in the early stages of Half-Life 2, about mid-way in he switched to working on Steam.
So yeah, probably for the best he doesn't get too involved in design.
