given how clunky and slow it is there's really not much action involved. you character straight up will not act when you do.
so it's a huge stretch to call it action, it's basically a strategy RPG that's all about knowing the patterns then ordering your character to do something and if you accidently press attack I hope you weren't planning on doing anything for the next 5 minutes.

It absolutely is a JRPG but since it has action combat it's a Japanese ARPG, JRPG is an umbrella term but if you want to be specific, and you should be, then the short form would be JARPG. But since no one uses that short form those games(for some examples:KH1,KH2, Dragon's Dogma, Ys etc) are simply reffered to as ARPGs. Which also introduced some confusion because in the west ARPG's are known to usually be shitty isometric clickers, like Diablo, but with some exceptions.
