Considering Scorpion is by far the most iconic and popular character, yes. I don't the the "protag card" would work in the case of MK because Liu Kang is significantly less popular than characters like Scorp, Sub-Zero, and even Raiden. Kazuya can get away with it because he's just as popular as Jin or Heihachi. I think fans would be pissed if they ended up going with someone like Liu Kang over Scorpion even though personally i'd be fine with any of them.
