Hero units in Warcraft 3 was how they ruined the whole RTS industry and spawned the unholy MOBA zoomer shitshow. The "hero" rpg elements even managed to brush off on CoD4: MW through "perks" and ruined FPS forever, now you can't have any proper pure skill based FPS, it all has to be rock-paper-scissors bullshit with RPG elements in a MOBA shell.
Heroes are fun, and RPG elements add customizability and replayability to games. More games should incorporate them. The problem is when they’re used in an idiotic way, as the examples you’ve listed, but that doesn’t discount the idea
Sure, it is fun. But it can't become an idiotic timewaste like you say. For example Call of Juarez: Gunslinger did it right for singleplayer FPS, you can branch into improving your pistol or rifle in a few steps, then try something different on the next playthrough. Too much of it will put off players, it's why AoE 2 is more popular than 3, because the hometown cards tip the complexity just slightly over the point where you don't want to bother anymore. The same crap different packaging happened in Red Alert 3. The unit design, features and utility weren't simple and easy to grasp anymore. I think Starcraft 2 suffers from this kinda "RPG originality syndrome" a bit too. On the other hand is Age of Mythology, which was easy to grasp because the units were designed after pre-existing mythology and you could easily reconnect your synapses for some fresh Age of Empires gameplay. Developers try too hard to have "diversity" which doesn't appeal to casual and returning players would be my conclusion.
Funny you bring up AoE because the perfect way to implement a hero dynamic would be to enable each civ to have a Khan style hero character like the Mongols in AoEIV

Wrath overall was their first big actual frickup though, between being released way too early resulting in a ton of cut content, all the rehashed content, and all the ills that came along as the expansion went on, it always struck me as the first bad turn the company really made.
Definitely whenever they decided to make OW2. You could argue that Blizzard came back with Legion and Overwatch even though Starcraft and Diablo were basically dead. But them ending support for Overwatch and then fricking up wow right after legion is what truly caused their downfall.
They don't have anything of substance anymore besides maybe Hearthstone? Their true decline was relatively recent imo.
