Steam Hardware Survey indicates that the most popular GPU is the 3060. I have doubts it'll even be able to run the game at 1080p60 max settings without DLSS.
You could just use FSR, sure, but it's really bad compared to DLSS both in terms of clarity and latency.

Steam counts the desktop 3060 and the mobile chip separately despite only representing about a 5% performance difference. A lot of the other popular GPUs also support DLSS.

That's the way it is for the 60 series chips in particular. Obviously when you go higher than that the things you're mentioning take a larger toll on performance.
