First chapter took 2 years, from 2016 to 2018. keep in mind he was working on his own with temmie trying to keep this mostly hidden.
Second chapter took a year and a half of actual development only, most of the other time was spent trying out different engines before going back to GMS and getting a team together. Also had to create the entire Castle Town, the recruit system, new spritesheet for Ralsei, a lot more things and Toby said it's the biggest chapter in the game in terms of content. On top of all of that, he said he wrote and composed a lot of the game during the time between chapters 1 & 2.
Now he has a team, has a good base that shouldn't change for future chapters, isn't gonna try out other engines, and has made or planned a lot of things already for the game. The absolute farthest chapters 3 to 5 release is in late 2023 or early 2024.

Toby's sprite work is making the basic designs, Temmie and others work from there, that's how it was even with Undertale. He's no artist
Toby's main workload is writing, programming and composing. The writing for the whole game is mostly done already, now it's about realizing his vision, which is the hard part of making a game. His chronic wrist pain which intensified to the point of disability during Chapter 2's development has made doing things like using a computer or playing the piano more difficult.
He's extensively talked about the process of Deltarune's development in updates on the official website, for two years they've been posted on September 20th so that's when we can expect to hear more about Chapter 3/4/5

Toby can drew (i think), and wouldn't that make the spriting process faster? you know simpler characters simpler sprites. Also he alredy said he planned most of the game story, i understand the music part tho.

iirc he said in the anniversary stream or somewhere else that he does the sprites you see in textboxes. makes sense in undertale cause he basically made nearly all the sprites in that and you can see very basic ms paint shapes for most characters, but seeing his evolution for deltarune is pretty nice
He has a full team now + a lot more experience so it shouldn't take that long. Also I doubt he started working on Deltarune that early. Possibly figuring out the plot, sure, but no assets or gameplay until after he was done with Undertale. Might be cope but I think at this point we should expect a chapter per year after they're finished with 3-5.
