Other way around. The Mario 3 sprite came first. During the Doki Doki Panic reworking they took the Mario 3 sprite and reused it in Mario 2. The Princess has the same artwork in both games as well.

2 and not even close, but 3 was doing more graphically demanding things overall as it moved the scene (and on both axes while employing layers and more complex physics), so dedicating a bonus sprite against the limit per line to do eye whites was a luxury it didn't have. Anyway SMB2U was an amazingly polished looking game with a nailed-down visual style, while SMB3 was more like very advanced technology being shown off with a couple sacrifices (the other being the glitch column used for scrolling, that only some TVs would show).

The color palette is reminiscent of Technicolor pastel as Mario shares a very pale face complexion like Mickey. Even in animation, Mario has a 3 frame, back and forth waddle like at 2:00
