You'd probably have to change the names and tweak the designs a bit. Parody is a powerful tool but it doesn't just allow you to passively bypass copyright. Most of the time if you want to use a character outright the piece needs to be a criticism of the source material or a complete exaggeration, just having them in a fighting game really wouldn't be either.
This one has to be my favorite. It starts off as a flashy fight between two overpowered characters then turns into a battle for the fate of the universe at 1:04. And then the sequel happens at 3:15.
