My gut feeling is that Game Freak after fricking up bringing back everyone due to the software/ect. they used for such imploding along-side the hurried move to the Switch after TPCi's CEO flat out said the Switch would be another WiiU and thus would go mobile only after before eating shit and having to make games for it now, ended up having to slowly decide when to bring everyone back without looking like they were wrong because Japanese stubborn autism. And by the time Gen 10 happens, the dexcut will be a thing of the past and it'll be back to the usual fair.
