The devs claimed the character was based around Phil and without him there is no Blasto. Whether you actually believe that or think it was just a convenient excuse because the game didn't do well, that's their official reason.
I don't believe it. But I could. In Japan they retire whole characters if the VA dies or can't do voice work anymore, which is what I think happened to May in the Pokemon anime

Which was tragic. But they could have gotten Billy West to fill in for Phil Hartman. Just like how Billy West became the voice of Zapp Brannigan for Futurama. Zapp was suppose to be voiced by Phil Hartman.

IIRC there were several of those in the game and the effect was different for each (but not random), some beneficial, some a hindrance, and some just silly.
I thought they all just blew you up? Or maybe it was just the first one that did that and so I never pressed them ever again.
Been years since I played it so I don't remember, but I think the first one does blow you up, but I also remember that they didn't all just do that either. Pretty sure one of them gives you a big head like in DK mode.

Tried playing through this recently because I love Phil Hartman and thought it looked like it would be a fun little game. The Graphics are pretty great for a PS1 title and Hartmans voice acting is on point and often very funny nut unfortunately the games is quite repetitive and far far to difficult. Thing is it's not that "this is a good challenge" sort of difficulty and more the sort of difficulty where they just throw like 100 enemies at you per level and you can't beat the level until you kill them all.
It’s a very janky game that’s only saving grace is the charming humor and the Looney Tunes aesthetic. The gameplay is pretty much dogshit. Functional at best, maddening at worst. It’s the very first game I ever rented and I made a point to finish it a few years ago. Not the worst game I’ve ever played, but definitely not something I’d recommend to anyone except maybe as a good example of a game with some really bad design choices here and there.
