tf2 classic added the 10th character type gimmick and it sucks. it's fine as it is
I can't think of a single character to add. You've got it all covered basically.
The only type of mercenary/assassin not covered is one that poisons I guess but Spy could easily fit that role with say, a poisoned knife of sorts.

Why did it never get new pieces?
It didn't need any other than maybe making Demoknight it's own class.
Instead of characters it revived new unlockable weapons that change the characters themselves in smaller or bigger ways.
Instead of new characters, it got new weapon loadouts,which is way more interesting than more characters with 4 fixed abilities
