Why did so many classic franchises skipped the 8th gen?

Example: GTA, TES, Persona.

    Cheaper and more lucrative to just rerelease earlier games. Zoomers grew up on two generations of GTA V, defend it to death and don't give a crap about times when you'd get a whole catalogue of GTAs in a fraction of the timeframe.
