this is mostly headcanon, but when they HECU have the "Who is this Freeman guy, anyway?" conversation, one of them says "science team... you think he was responsible? sabotage, maybe?" and I think this implies that the resonance cascade is being viewed like a nuclear reactor meltdown, like a disaster that's threatening the outside world, so the HECU aren't just doing govt. cover-up dirty work, they actually think they're containing the spread of something dangerous. The scientists are irresponsible villains endangering the rest of the world. That, and the HECU end up fighting for their lives against aliens, of course, which wouldn't improve their mood.
