gen 2 was the last time tajiri had any involvment in the development of a pokemon game. whoever designed palafin was probably not working for gamefreak when the first 2 gens were made
Tajiri also dropped off midway through gen 2 development and Masuda took the lead when the development rebooted in like late 98/early 99. Most of these rejected betamons were made before that, there could be a coincidence
