If I can't use Jap games and had to pick a West game, then that would leave very few choices since older Western made games were almost always Tolkien fantasy PC games with very few female characters in them, Tomb Raider being a big exception where the female is the lead character and of course has huge breasts and later played by a sex icon Angelina Jolie. But you aren't going to find any ugly female elves in those older West games. Thats why the whole "sexy female elf in revealing battle armor" / armor plate thongs became a meme. They didn't look like D2R Amazons.

Short hair doesnt always mean unattractive, short hair has its advantages on some women.
For example a short hair can give more badass look, its more exotic and striking, also short hair tends to show the neck more and make it longer, this feature is considered attractive in fashion.
Also if you played the game you will notice several other great aspects about this character, for example her French accent was super well done, the voiceover perfectly captured the emotions and the character personality, she leaves a mark on (most) players with her teasing, facial and body animations and her stylish outfit.
This is a short explanation of what makes this character attractive.
Also notice her face, its detailed, freckles are considered beautiful especially in the high cheek area, the colors of the make up do well to highlight them, and the redhair with golden eyes make for a great contrast.
