Yeah the no masks thing didnt make any sense considering Makarov in the CoD universe was as high profile of a terrorist as Osama Bin Laden. Would it even change anything if they did wear masks though? Because Russian bodies were also identified as the attackers, maybe Shepard and Makarov were able to suppress their identities or falsely claim they were american operatives? Either way the plot made no sense and these are some pretty glaring plot holes that easily could have been patched up at least a little bit.
No Russian the attack is only bad since they didnt wear masks but they did use American Weapons but there are other plot holes like how they all knew Allen was an American soldier..
