i think i have arrived at the answer of my own question, FRLG's art was simply more worked on, they probably maintained RS' style on Emerald for the sake of consistency but the difference in detail and proper use of contrast, color theory and much higher range of colors in FRLG makes it undoubtedly more pleasing to the eye.
Emerald looks infinitely better than FRLG. FRLG's graphics is one of the main reasons why you can't say the original gen 1 games are completely obsolete thanks to the remakes, they take a dump on the aesthetics

I much prefer gen 2's pixel art to any other pokemon game, but gen 1 has a unique charm that was lost in the GBA era completely.
Something about the sprites are just pretty damn soulless in FRLG
I like how the people ITT that liked FRLG art gave an input why they thought it was better than E, while the rest just attacked it with an emotional non argument response.
That being said FRLG definitely has better pixel work than RSE even if inferior mechanically and content-wise.
Because Emerald just recycled graphics from Ruby and Sapphire, their very first games on the GBA from 2002. While a lot of FRLG's graphics was built brand now in a 2004 engine.

I remember a long time ago a thread showing comparisons of the two and demonstrating how there were certain details in the originals that were omitted from the remakes and made the games look a bit more visually repetitive
On the topic of graphics - I find it interesting how Pokemon's font design evolved during third generation.
Ruby and Sapphire have bulky, stretched out letters which look pretty bad (especially on Pokemon's summary). Emerald made font much more pleasant for the eyes but FireRed and LeafGreen have the best overall design (despite releasing before Emerald). I also really like FRLG's gimmick of switching font's colour depending on an NPC's gender.
FRLG had better player and npc sprites but Emerald has a much wider diversity of overworld environment sprites with better colors.
Everywhere in FRLG looked exactly the same, it was always the same grass, bright yellow dirt paths, brown mountain rocks and one variety of tree. In Emerald the grass changes color and texture on certain routes, there was more than one variety of tree and the mountain rocks changed color as you approached the volcanic areas.

FRLG sprites have more depth, RSE sprites look flat, hard to find a better example than the exterior of pokemon centers and poke marts
