Ann falls off in narrative relevancy after Madarame while Makoto is pushed before she even joins the party, effectively gets two dungeons to herself, and always has something to say even during parts that aren't directly relevant to her. She's also got more unavoidable physical contact with Joker, clinging to his arm and being helped up in cutscenes and whatnot. Unfortunately.
Futaba also fits some of this criteria since she's the navi, Joker is the only person she trusts as a handler, and her mom is lore relevant but lots of players read her relationship with Joker as too familial to take her as a girlfriend (or worse, as a 'daughter friend' to Makoto and Joker's mom and dad dynamic with her).

Because they fricked up with Ann. They made perfect design, hired perfect VA and didn't bother with writing.
The only girl I liked in 5 was Futaba, while in 3 and 4 I liked most of the girls, what an unlikeable cast that game has.

Makoto has the most romantic scenes in the main story. It was obvious the writers had a bias for her.
This was true before Royal, but not after. It was funny seeing all the morons who insisted Makoto was the "canon" love interest based on like two scenes have it boomerang back on them when Sumire got way more scenes like that in Royal than Makoto ever had (and of course Sumire isn't the "canon" love interest either).
No the closest ones to being canon in P5 is the red-head and Kawakami.
Makoto's likeability is extremely high at the start, terrible once you take her to kaneshiro's palace, then slowly gets better over the course of the game
