Why not build the whole game around doubles?
It seems weird to just have a couple of random double battles.
This also applies to the actual games, not just romhacks.

The games since gen 3 have been notorious for throwing you around the ringer with a random 2v2 every now and then. These days it's a bit more predictable when it'll happen, but it's something that happens.
You have to be an absolute noglet to build your game entirely on the assumption that it will exclusively be a 1v1 experience.

The issue is that doubles and normal battles require entirely different strategies/movesets. And when a game is 99% normal battles, there's no point redesigning your team for those scant 1% doubles.
It wouldn't be an issue if they designed the game to be entirely doubles, like with Colosseum

Okay, so change out your strategies and movesets with your infinite TMs and infinite move tutors and loads of great items. This is a non-example you use only to make your point. If a decent chunk of battles in the game are doubles like in a lot of these hacks then clearly there's no issue.

Double battles are generally more fun and have more strategy involved until you include weather, to which the meta is oversaturated with weather wars. I would think that battles where 90% of the time you're going against weather conditions are terrible. Other team archtypes still exist like hard TR or Perish trapping, but not running weather in formats where it exists (all of them) is gimping yourself. We need a VGC season where no auto weather setters or Pranksters with weather setting exist.
Terrains are on thin fricking ice.
