They make games to make money, and Waluigi obviously isn'y viable to be the lead in a profitable game yet. I'd say he needs to be present in Wario games, and be given his own distinct characteristics that set him apart from Wario. Like how Luigi was given a meek and cowardly personality to set him apart from Mario.
As of now, Waluigi is just tall Wario, so obviously any game that COULD star Waluigi, that game would just go to the more popular Wario.
If there's another Wario Land game, maybe Waluigi could be heavily featured. While Wario is gross and selfish, Waluigi could be given traits like being lazy and jealous that gives him a unique identity. Or maybe he can be girl-obsessed like Brock, that would set him apart from any Mario character.
