Red is the biggest literal jobber in the series. He's hyped to high heaven and loses just to make the player look good more times than any other trainer.
Lance loses about as much as Red does.
Red jobs more as he also appears in SM, he is a designated shitter.
His theme plays first so it's Red not being relevant enough that recycles a theme.

Being in more games only means that more of those fights vs You the Player are seen on screen
Red has never been shown losing to another NPC, whereas Lance has lost to Blue (an NPC), who himself lost to Red (now also an NPC). Thats why Lance is the the jobber/the Yamcha of Pokemon.
That said - Red is overrated because his actual team sucks besides levels. Stop using a Pikachu ace

They both have exactly 1 loss in all pokemon games - to the Player. Not to NPCs (like Lance, Alder), not to a legendary (like Leon).
between that + being regional champions + and their high(est) team levels - they are therefore seen and known and the strongest NPC trainers (which is directly confirmed in Masters)
