less on the specific stat side, but the concept of a weapon or armor having slots for modules and those modules change behavior to make it act a certain way. no more levels or item power score or any of that nonsense, just different items with different default behaviors and modules you can find and apply to make them do something specific
The problem with Warframe is that it's basically a solved game. There's only ever one way to build a weapon and anything else is useless.

Diablo is a game about reading numbers so you can do the math and make bigger numbers pop-up in your screen.

No what sucks is overly specific stats like the Damage to slowed enemies in OP. Having a bunch of stats is fine as long as they're meaningful and non-situational.
The only bad thing about that is how insignificant +10% is. If it were +100% you'd be tempted to select a talent/rune to get the bonus and it'd be cool.
Have you considered the possibility that some genres just aren't for you?

the items are not shit because thye have a lot of mods the items are shit because the mods are uninspired. all they do is like 10% more damage when the enemy is in X state. that is not very interesting.
stop listening to morons like OP and add more stats to items like magic find, gold find, movement speed, attack speed, cooldown reduction, etc. just straight up % damage is kinda boring.
I like items that have procs. For instance grim dawn, a lot of items have things like "10% chance on hit to cast a thunderbolt" etc. If you get a whole build of these kind of items it gets fun.

the thing on the left is only mostly boring. the thing on the right is entirely boring, with no interesting aspects to it whatsoever - just pure numbers. Diablo needs to go for quality over quantity and make every piece of loot interesting.
