The real reason is because the devs have absolutely no plan, road map or defined "finished" goal, most WEGS are made on a whim with very little thought outside the art. So you have a usually a 1 man team with no clear idea of where to end the project add in an incentive to never finish it "Patreon" and then slowly sap their enthusiasm "years of updating a single project" and you get WEGS.
The only real difference between WEGS and the standard slop you see on DLsite is Japs actually need to finish the game before throwing it on DLsite where as Weggers live and breath off progressive updates.

Because greedy fricks invaded the scene 4 years ago and turn "one update every 6 months" into the norm when it used to be unacceptable to go more than 1 month between updates. Now everyone has some 40 year WEG development cycle accepted as the average.

I've asked on a few places for tips and most of them say that I need to start small, maybe 2 or 3 heroines. But I'm really lost here. I have a few stories kinda ready for it but have no idea on gameplay
Low incentive. Both the idea of a stupidly big game is enticing to funders and keeps them engaged. Like ultimately if they WEREN'T doing it like they usually do they'd probably just make a bunch of smaller games full of stuff they would've put in the big game. Plus is the mindset too. They want to make a fricking huge game.
First, everybody want to make a VN. They are the lowest effort content and most people who actually pay for porn have no standards. Why put the effort into making something good when you can have a shitty story with the same art? They're just fapping to the art anyway.
Second, Patreon is an awful method of funding a project. There is a high incentive to just drag things out, producing updates and updates and updates and updates rather than meaningful content. Why wrap up a project in two months, when you can keep adding irrelevant shit for two years and just keep getting that same paycheck for ten times as long? It doesn't even matter if the end result is complete or even good, you're making income for basically no work.
Third, there isn't really a culture of making video game porn content in the west. Most west porn is seen as OH NO TERRIBAD and the best we ever really saw were Flash games being made. Meanwhile, Japan has a whole industry around fan porn projects. Hell, there are several websites dedicated just to selling porn games. It's little wonder that the biggest EN websites have involved localizing porn games, while the home-grown stuff is low effort or badly done. Having porn doujins be more accepted in JP also means that you get better artists drawing better content, while the only ones making EN porn are pretty shit artists.
There's also the fact that most porn games are crap and there's perhaps a handful of ones even worth spending money on, east or west. So shit Patreon games aren't much different from the shit DLSite games.
